CMS stands for "Content Management System". It is a system that serves to facilitate not only the creation but mainly the maintenance and updating of websites.

Yes, a CMS is a tool that is used to create websites. But it's not just that.
A "website builder" has tools to create a few simple pages. Many of them have resources to create a site by dragging elements like images and text blocks, and editors to format text by clicking here and there, marking over there, to change the font, color, size, etc. But they usually don't have many more features than that. They are sufficient for those who want to create a site with simple pages that are usually not updated frequently.
A CMS does not necessarily have these resources for designing pages by dragging blocks. Some do. But HyperFluxCMS currently does not have these resources, and there are no plans to include them in the short term. But CMSs have other features that make them ideal for websites with more content that are updated frequently, such as blogs, newspapers, school and club newsletters, etc.
